I don't know it this is a symptom of the long term cutting back of educational funding that began in the 70s - resulting in larger and larger classroom sizes with less and less quality teacher/student interaction, and the teaching of things like creationism in the classroom, or if it is is just a demonstration of the idea from that wonderful movie Idiocracy - dumb people breed more and faster than smart people so it's a lost cause.
