What Is On His Head ?!?

What in the Fourth Grade Art Class hell is that thing on his head??? It looks like the Stylist only had stuff from an Aquarium store to create a "look" for this model, and this was what they came up with. He/she should have at least used one of those old-timey 'Deep Sea Diver opening a Treasure Chest' decorations - that could have really turned this look around...
